In accordance with Article 15 of Ministerial Decision 125944/EX2020/20 (Government Gazette B’ 4884) on the “Gaming Regulation on Administrative Measures and Sanctions”, as well as the Manual of General Inspection Principles, the inspection process is conducted through four consecutive phases:
Phase 1: Inspection Planning and Preparation
The Inspection Team prepares for the inspection by establishing and organizing the inspection file, collecting, reviewing, and classifying all relevant documentation, information, and available data related to the scope of the inspection.
Phase 2: Conduct of the Inspection
The Inspection Team carries out the inspection activities, gathers and examines the information and evidence necessary to substantiate its findings, and updates the inspection file accordingly.
Phase 3: Evaluation of Findings and Preparation of the Inspection Report
Following the completion of the inspection, the Inspection Team evaluates the information and evidence collected and prepares the Inspection Report. The report describes the actions undertaken, the methodology applied, and the findings identified, and sets out the conclusions and outcomes of the inspection. Where appropriate, the findings of more than one inspection may be incorporated into a single Inspection Report, provided that the inspections were conducted separately by the same Inspection Team.
Phase 4: Submission of the Inspection Report
The inspection process is formally completed upon the submission of the Inspection Report to the competent bodies of the Hellenic Gaming Commission (HGC).
This structured approach ensures consistency, transparency, and effectiveness in the exercise of the HGC’s supervisory and enforcement responsibilities.
